About the compliance team:

Quantum is constructing core, elite teams at Group-level to drive efficiencies across the subsidiaries. The compliance team is key and will be at the heart of defining all related operational processes and ensuring they are effective, that regulatory requirements are fulfilled to support the product and service teams, also ensure that day to day controls, daily reconciliation and oversight of all activities is maintained and evidenced as required.

This team will be responsible for all regulatory reporting across the group, which is primarily Financial Services related, also defining best in breed techniques identifying prevention, detection and correction measures to safeguard all areas of the business. The team will keep abreast of up and coming regulation changes and will lead the group companies on all matters relating to compliance.

About this role:

The HOC will take over regulatory compliance responsibility for the existing three regulated companies;

  1. 1. Authorised Payment Institution (API)
  2. 2. Account Information Services Provider (AISP)
  3. 3. Authorised and Regulated IFPRU 125 company

This role will take current processes, standards and procedures, refine and enhance as required to ensure that the compliance programs throughout the group are effective and efficient in preventing, detecting and correcting non-compliance with applicable laws and regulations.

This is a hands-on position where you will need to leverage your knowledge and experience to deliver creative and secure operational processes which set the pace in an ever-tightening, regulatory environment which extends across borders.

Working closely with all our Heads of departments across the Group, you will understand what the challenges are, putting safety and security first and foremost in our day to day processes. Add to this a creative approach to ensure the business operates effectively and efficiently and not getting bogged down with regulatory administration; more so to embrace the opportunity to set the standard for efficiently managing the regulatory requirements of a leading financial services group.

Key responsibilities include:

  • Develop and oversee control systems to prevent and when necessary deal with violations of internal policies
  • Evaluate the efficiency of controls and improve them continuously
  • Revise procedures and reports periodically to identify hidden risks or non-conformity issues
  • Monitor enforcement of standards and regulations
  • Assess the business’s future ventures to identify possible compliance risks and create mechanisms to enable the success of such ventures
  • Review the work of colleagues when necessary to identify compliance issues and provide advice or training
  • Keep abreast of regulatory developments within or outside of the company as well as evolving best practices in compliance control, updating policies and manuals, as required
  • Prepare reports for senior management in accordance with FCA requirements, and any other external regulatory bodies as appropriate
  • In depth knowledge and the ability to prepare and submit as required, FCA reports for the regulated entities within the group, in accordance with the Regulatory timetable.
  • Provide reasonable assurance to senior management and the Board that there are effective and efficient policies and procedures in place, well understood and respected by all employees, and that the company is complying with all regulatory requirements
  • Inform the Board about important issues and material violations and submit written reports as required
  • Responsible for ensuring the group companies policies and procedures comply with regulatory and ethical standards
  • Perform regular audits, implement company policies, and design control systems.

Requirements:

  • Certified Compliance experience
  • Proven experience as compliance manager in a fast-moving Financial Services environment
  • FCA registered as SMF 16 and SMF 17
  • Excellent Knowledge and hands on experience of FCA Reporting requirements
  • Executive level reporting skills
  • Team management skills, direct reports and cross functional
  • In-depth knowledge of the industry’s standards and regulations
  • Excellent reporting and record keeping skills
  • A business acumen partnered with a dedication to legality
  • Methodical and diligent with outstanding planning and reporting abilities
  • Excellent communication skills
  • BSc/BA in a relevant discipline
  • Ability to work well independently and as part of a team

Desired:

  • An accountancy or book-keeping qualification
  • Experience in a fintech, start-up or fast-growing company
  • Experience in card payments
  • Successful candidates are unlikely to have less than 10 years’ experience leading a compliance function in a financially regulated business
